activation of an older ipad

I went to bed the one night with the iPad working just fine and then got up the next morning to it saying that it needed to be activated I keep trying the message but it doesn't go through it keeps saying it's temporarily unavailable 

The first thing I'd try is a restart:

 

Press and hold the Sleep/Wake button, then slide the slider. Wait for the device to power off, then hold the button again briefly until you see the Apple logo.

 

If it still requires activation for some reason, hopefully the restart will have fixed whatever issue has caused it to be "temporarily unavailable." Activation would require an Internet connection — is your iPad connected to Wi-Fi when you try to activate it?

Yes

Yes it is and the restart didn't work

It's still not activat
