it doesn't matter whether you can use the case elsewhere, different stores/sites have different validation rules for what is / isn't accepted. Do you have another card that you could try, preferably a credit card (debit cards are less likely to work with iTunes) ? Or have you tried removing the current card from the account, and entering the new card's details from scratch ? Or if iTunes gift cards are available in your country you could potentially use them as your payment method.

For a card to have a chance of being accepted it needs to be registered to the same name and address (including format and spacing etc) that you have on your iTunes account, and have been issued by a bank in the country where you are (and therefore the country which is on your iTunes account).

This is happening to me as well but I haven't gotten a new card, it's the same one I've always had and it just keeps saying I need to put a valid payment method in. What is happening I can't even update my apps as it won't let me.

Whether it used to work is not particularly relevant, what is/isn't accepted by iTunes can change over time. Either try putting a different card on the account (preferably a credit card, debit cards are less likely to work), or try just logging into the account (not when trying to download something : Change or remove your Apple ID payment information - Apple Support) and see if you can remove the existing card (and possibly try re-entering its details from scratch and see if they are accepted) - if you can remove the card you should then be able to download app updates.

But I don't have a credit card and only one debit card.

This is ridiculous why would apple change the payment methods as it's just a hassle for I'm sure not just myself but others too not everyone has credit card or more then one card. Then they wonder why there losing customers to Samsung and think they need to improve there products more, no the technical side of apple is why most people would say Samsung is better, apple is so locked in to everything!
