How to create a new folder using ios11

I’m using a iPad Mini 4 with the new IOS11. I’m trying to create a new File Folder using IOS 11. When I go to Locations and expand the list of available Locations I do not see my iPad as an option to create a folder. I also tried the same process on my iPhone 6 Plus and seem the same results.

What must I do to get my local device to show as an option to create a new folder?
