windows 7 crash on MBA 2013

I created a partition on my MBA to install Windows 7 with booth camp.  It has now crashed and no matter what I do I only can get into OS X utility but without any further steps.  I can not erase, repair or restore from the time machine although I have kept the back ups on my Airport Time Capsule.

I only kept 1,19GB partition for the OS X so I have disk 0 and Mac OS X Base System.  The partition for Windows I do not see.  I tried to erase the partition and do a full new installation but non of the buttons are highlighted.

I am not a Mac specialist so if any advice is available I will appreciate?
