Got a Hand me down Apple Watch Wont Update to pair

Hello,

I recently got a AppleWatch as a hand me down, but when I go to set it up it will not update through the app and rather will say "watchOS 2.1 your Software is up to date" The device is not activation locked and I have never paired it to this device before and it has already been unpaired from the old device? I dont have any beta profiles either and have restarted multiple times
