I forgot my security question answers

So it's been awhile since I've had to do security question answers but my Apple ID is saying it's disabled. I would make a new Apple ID but when ever I'm about to it says that the sever time has timed out. I don't know what to do now. I'm just trying to get new apps and update some. Please help. 

Don’t create a new Apple ID. You’ll loose ability to redownload and update your apps purchased with the old ID. Fix what’s wrong with it.
