Apple ID locked

A week ago I had to reset my phone because it stuck and when it opened I was asked for Activation Lock so I wrote my ID and password correctly but still they locked it. I accessed the link shown on the screen and started my iCloud recovery using also a trusted number. When I finished the process, it said that I have to wait 14 days until I will receive instructions on my trusted number and I really think it takes too long. I couldn't contact apple support because I am from Romania and it charges me and I don't have credit.
