Apple Watch Series 3 (GPS + Cellular) is not locked to any specific carrier and has a built-in eSIM that copies information from the iPhone's SIM card.

The cellular features require a carrier plan for your iPhone that also specifically includes support for Apple Watch.

EE is currently the only UK carrier that offers compatible celullar service plans.

If you do not wish to use a supported plan from EE with your iPhone, then you cannot currently use the built-in cellular feature.

However, the Apple Watch can still be used without activating the cellular feature. This can be enabled in due course, if and when you are using a compatible service plan on your iPhone (whether from EE or another network).

I suggest that you contact your preferred carrier to enquire about their plans for providing service plans for iPhone that also support Apple Watch Series 3 (GPS + Cellular).
