downloading apps
I just bought a used MacbookAir circa 2013 that had been completely wiped of any former uses.
The start up disk is Macintosh HD . I have tried to download apps and everytime I receive an error message along the lines of "can’t be installed on “Macintosh HD” because OS X version 10.11 or later is required."
I checked and I have OS X Yosemite version 10.10.5. I also checked for updates and none were found.
What can i do to fix this?

How was this MacBook Air's "wiped of any former uses?" That is, did you verify that the previous owner removed their Apple ID? Also did you re-install a fresh copy of OS X Yosemite on it? If so, how did you install it ... via Recovery Mode or a download from the App Store?
