Cannot activate ipad after Ios update

My old Ipad - a 2- count activate - get a "could not be activated because the activation server is temporarily unavailable. Tried both wifi and via itunes. I think it maybe because I have a vpn on the ipad? Could that be blocking the activation? I dont usually use the VPN but it seems to have turned itself on and since I can't activate I can't turn it off. And I cant restore via itunes either as its says it cant connect. Any ideas? Can I hard reset the ipad without connecting to tunes?

Hello pwdoherty,

Thanks for asking the Apple Support Communities for help upgrading your iPad. I do believe the issue would be with the VPN, if it is blocking specific ports that allow the necessary data to be passes back and forth. This help article says this: Update the iOS on your iPhone, iPad, or iPod touch

Some iOS software updates aren't available wirelessly. VPN or proxy connections might prevent your device from contacting the iOS update servers.

There are two articles that may assist you with your issues:

If iTunes can't contact the software update server for iPhone, iPad, or iPod

Resolve issues between iTunes and third-party security

If all else fails, disable the VPN, restart your device, and try again. If you still have issues, you may need to contact the manufacturer of the VPN application you are using for assistance, or removing it from the device and restarting. Thanks and have a great day.
