Apple Watch Series 3 while traveling...

Hey so I am interested in the new Apple Watch Series 3 with cellular abilities. I am an American citizen but I spend the majority of my time in Mexico. I see that Mexico is not listed on the page for countries and carriers supported, but my question is if were to buy the new Apple Watch, could it be set up for use in Mexico with either Telcel or AT&T? In this case, it would never touch my American number, so only the Mexican one. I understand that it is also up to the carriers to start supporting the Apple Watch, but I'm sure that will happen at some point. To sum this question up: if I bought an American Apple Watch Series 3, could I connect it to a Mexican carrier and make use the cellular part of the watch?

Bonus question: how would the new Apple Watch handle switching of SIM cards? When I am in America I switch to an American company in my iPhone and when I am in Mexico I use my Mexican SIM card.
