New job, new AppleID, inherited iPhone 6, inher...

I just started a new job, and they set up a laptop for me and wiped my predecessor's iPhone 6 and I got that, too, with the same phone number as before. Using the phone, I created a new AppleID with my new work email address as the ID. Now when I launch Messages on the laptop, it asks for my appleID and password, which I fill in and hit "Sign in". At which point my phone wakes up and tells me that a macbook pro is attempting to connect, and after I say it's OK the phone gives me the 6-digit 2-factor code to fill in on the laptop. I fill it it and dismiss the panels on both devices, and it spins a bit on the laptop, and comes up with an alert panel that says "an error has occured during activation". When I dismiss that panel, the login panel is still there, still contains my appleID & password, but the "Sign in" button no longer appears to be operational.

 

I've tried the things suggested by these articles:

If you get an error when trying to activate iMessage or FaceTime - Apple Support

If you can't sign in to your iMessage account or FaceTime on your Mac - Apple Support

checking that the time one is automatic, powering off the phone and resetting it. The phone has settings that suggest that it's not logged in to iCloud maybe -- while the phone is generating the 2-factor auth stuff associated with the AppleID, under the Messages settings the line about using the iCloud account is still in bright blue, and when I click on it then it spins for a bit and says that there is problem with authentication.

 

Anybody have any idea what's happening and how I fix it?
