iCloud Keychain not syncing across devices

Hi there,

I have recently upgraded from an iPad air 2 to the new iPad Pro 12.9" (both on IOS 10.3.3 (14G60)) and set it up from a backup over iCloud. Before i restored the iPad from the backup, Keychain was switched off in the icloud settings and as a result the safari passwords did not sync across. I have now switched keychain on and left it for a few days hoping they would sync. They have not. I have tried switching all the keychains on my devices to off and turned only the old iPad Air 2 keychain on then turned the others on as described Frequently asked questions about iCloud Keychain - Apple Support. Before this step I did do a backup with the iPad Air 2 ensuring the keychain switch was on.

Is there a step I am missing, perhaps restarting all devices once the switches have been changed?

What would you recommend I do?
