iTunes12.7.0.166 problems

Why can't we update the apps on iPhone and iPad using iTunes12.7.0.166?? We have six iPads and 5 iPhone in our family, I could download the apps once on my desktop using iTunes and then sync them across all other apple devices. Now its going to cost 10 times more in data downloads and waste a lot of time? Why is Apple going backwards? Whats wrong with keeping this facility for those who want to use it??
