Why is Apple asking for unsolicited reactivation

Being asked to activate iPad 2 for first time without an intentional reset of content/data. Won't activate - error message says activation server temporarily down try again. Still won't activate. Reset wifi and restarted iPad, still won't activate. Any solutions welcome.

Did you buy this iPad from someone else, or is it new?

 

Are you being asked to activate after you set it up for the first time?

 

Have you tried connecting your iPad to iTunes?

This is an older iPad 2 that I've been using since 2011, with iOS 9.3.5. No problem with device until now. This wasn't an original, or a reset setup to reactivate device. I had turned on iPad, entered Passcode on lock screen, when the activate screen came up. I don't have a computer so I can't activate with iTunes.
