If we buy the series 3 with cellular, will we be paying more to our carrier? 

I'm not sure about paying more, but you will have to make arrangements with the carrier. From this page, https://www.apple.com/watch/cellular

 

  1. Apple Watch and iPhone service provider must be the same. Not available with all service providers. Roaming is not available outside your provider network coverage area. Wireless service plan required for cellular service. Contact your service provider for more details.
