option key does not open startup manager

I have a mid 2009 macbook air.

 

I want to wipe the hard drive, but it gives the error can't unmount drive.

 

I made a bootable usb hard drive (seagate 1TB drive).

 

When I start and press option it does not bring me to the startup manager.

 

In the OS when I go to system preferences and startup disk it does not show up. (on my mid 2015 macbook pro the drive also does not show up in the OS under startup disk, however, when I hold option after restart it brings me to startup manager and the disk shows up there).

 

The disk is extended journaled and GUID and shows as bootable under info in disk utility.

 

I would really like a way to wipe the hard drive on my macbook air, any suggestions would be appreciated.
