iTunes App Store for iOS

Starting with my recent download of iTunes 12.7, I no longer have access to the iOS App Store through iTunes. Is this a feature (and, if so, where is the computer-based access to the App Store)? Is it just that this computer is not set up to sync with my iPhone? (Before this, I could write reviews and download apps on this computer.)
