If you have a computer, try connecting your iPad to the computer running the latest iTunes version, 12.7

See if you can upgrade that way.

Make sure you backup your iDevice first to iCloud or latest iTunes on a computer.

Before you upgrade,

iOS 11 is an all 64-bit OS. That means any apps on your iPad that are still 32-bit apps that haven't been updated to the new 64-bit code will no longer work.

You can find out which apps on your iPad are still 32-bit ones by going into

Settings, About, Applications and tap on the disclosure arrow after where is states hiw many applications are installed.

That list will show all of the remaining apps on your iPad that are still 32-bit apps and have not had any recent updates.

So, if there are any apps in that list that you use a lot and that have data stored to them that is important to you, you need to find a way to copy that data to either a computer or use an offsite, cloud data storage service, like Dropbox, Box, Google Drive, Amazon Cloud Drive, etc. OR email it all to yourself, if needed to save this info as there will be no way to retrieve it later if no update ever surfaces from the app developers.
