Unlock ipad

My father in-law doesn't remember the password or the answers for the security questions - cause he wasn't taking them seriously - and he can't activate the iPad because of the find my iPad feature. I contacted apple support and provided them with a print of the receipt but they say it doesn't match their data. what am I supposed to do now ? By the way he bought the iPad 5 years ago from Saudi Arabia and now he is staying in Egypt and no way to contact the store
