How do I resolve it

There is likely to be some issue with your payment method and/or an outstanding payment that needs to be resolved.

Visit https://www.apple.com/support/itunes/ww.

Choose your country.

Scroll all the way down and click Get support.

Click iTunes Store.

Start typing "Contact iTunes Store Support to complete this transaction" and click the suggestion when it appears.

That should get you through to this set of options. Pick one.

That depends on what it the issue is.

Read the link posted above.

If there is a problem charging your credit card, try a different one that can be charged.

If you have outstanding balance that you owe, pay it.

When I got the phone thru sprint they said it shouldn't be a billing issue it's a brand new phone the iPhone 7 . But every time I try to download it says billing issue

The billing issue is not related to the hardware. It's a problem with your iTunes account. turingtest2's post describes the procedure for working it out.

The billing issue has nothing to do with the iPhone hardware or your Sprint service plan.

Its a problem with the payment method associated with your Apple ID.

Go to the App Store application search for free apps download then you have an option to choose from category e.g games apps etc  there will be lots to choose then you can download using your Apple Id

Won't work without first resolving the billing issue.   The billing issue is not bypassed simply because the apps are free.

You can only download free apps

Go to the App Store click on search tab

Lot of free apps catergorise you can download the apps of your choice you have to enter your user id and password before downloading

There is no billing issue for this free download

If there is a billing issue with an account you won't be able to download anything on it until the issue is resolved - that includes free apps.
