I would like to have my iCloud Drive available to use offline. So is it possible to download my drive to my iPad using Files in iOS 11?

I don't believe it is possible to use iCloud Drive offline that way.  That would kinda defeat its purpose.  See the "Recommended system requirements" section in:

System requirements for iCloud - Apple Support

iCloud requires an Apple ID, an active Internet connection, and up to date software.

You can download files to a computer.  See the "Download files" section in:

iCloud: Use iCloud Drive on iCloud.com
