Understanding iCloud

Can someone help me understand iCloud. I've read through all the support pages but I'm still confused.

 

I've got 16gb phone which is almost full and my iCloud is bursting at the seams. I've not backed up in 7 weeks .

 

If I buy 50gb storage, will I still get a message on my phone saying my storage is too full to take more photos without doing this optimisation thing?

 

If not, could you help me with what this optimisation thing actually is. If I were creating a photo album online (via my mobile) and selected an image on my phone, would they say its resolution was too low meaning I'd need to redownload it from iCloud?

iCloud Photo Library is a service that allows you to store only thumbnails of photos locally, on your iPhone, while original versions will be preserved in the cloud. In result, not only do your pics take much less room, but also they’re backed up and accessible on multiple devices (including the web version at iCloud.com). When you tap a thumbnail, the original version will be downloaded to your phone.
