reinstall el capitan app store unavaliable

i just bought this imac from a friend who cleaned it completly im trying to reinstall el capital it asks for my apple id but then says app store is unavaliable. i cant call the help center because im not able to get to the serial number

First can you tell us if the machine was setup for sale or giveaway per Apple's directions in What to do before you sell or give away your Mac - Apple Support? If it was not this is the FIRST thing to do!!! This is critical.

yes i think im not sure how to check if bluetooth is unpaired but step 7 it was erased but not reinstalled when i power the computer on the first thing that pops up is the os x utilities screen with the options of restoring from time machine backup wich is empty, reinstall os x, get help online, and disk utility ...

Okay, I'm not positive you have erased even though you said it was erased. Open Disk Utility when it starts and select the drive and see how much is installed on it. If there is nothing, then quit Disk Utility and then Install OS X.

Once OS X has been installed then follow the on-screen prompts to setup the computer.
