Blue flashes orange

I just installed Sierra on my Mac Pro 5,1 on a new drive and then migrated everything from a 10.11 system and all went well . . . except that everything blue in the system keeps flashing orange -  Buttons, progress bars, folders - anything blue flashes orange. very strange.

Anyone have any suggestions how to fix it?
