how to change payment method

I wanted to add PayPal as a payment method for App Store.

Logged into my Apple account, but don't see how to add PayPal.

I have there only credit card.

I'm in Israel, and Israel is listed there as one of few countries that accept PP.

Anybody knows

Thanks, it's for mobiles. Regardless, in my account page on apple, there is no PP option anyway.
