Texting Android users

Sending and receiving SMS to non-iOS devices requires an SMS plan. Since the phone is off, I'm not sure the Watch has the ability to do this on its own. That would probably be a question you would need to direct to the carrier. While the watch has a Messages app, I'm not sure if it needs a plan from the carrier, even though the phone has that plan. I don't have one of the Series 3 watches, so I cannot answer. I'm doing a search of the Apple Watch User Guide while I'm typing this. I'll edit it after.

EDIT: While looking at the User Guide, https://help.apple.com/watch/, it does mention reply to messages, but it indicates iMessage when on wi-fi, but it does not indicate an explanation when saying connected to LTE. So, I'm not sure if it can do it or not. Maybe someone else with one can test that for you.
