If you've bought a tone from the store you can set it to the ringtone on the device via Settings > Sounds or you can set it to individual contacts via the Edit button on a contact in the Contacts app.

I'm not talking about purchased ringtones.  I'm talking about purchased songs that I want to use as ringtones.

You need to convert them into the relevant length (e.g. max 30 seconds) and format (.m4r) and sync them to your device.

When I go to Settings > Sounds > Ringtone it shows the standard ringtones and a link to the Tone Store. The Tone Store brings me exactly where it states, but then I can't select anywhere to make a purchased song to become a ringtone. There is no way for me to select the song, and when I do, it just starts playing.
