Touch ID is not available to you at this time

TouchID works and I was prompted to go through the guided setup for TouchID but TouchID is missing from System Preferences and if I try to run it directly (/System/Library/PreferencePanes/TouchID.prefPane) I get the following message.

"You can’t open the “Touch ID” preferences pane because it is not available to you at this time."

"To see this preferences pane, you may need to connect a device to your computer."

Started seeing this issue after upgrading to 10.13.
