why cant i connect to itunes on pc with new iphone

After installing sim card i used an i cloud backup then when i hooked phone to pc , itunes pop up said, "improper handshake" please help. 

First try a different USB port on your computer and if that doesn't work reload the master USB driver (check at microsoft.com on how to do this).

I don't think you can restore an iCloud backup on your PC through iTunes. You either restore an iTunes backup on your PC or restore an iCloud backup over a wifi network. The reason it says improper handshake is your trying to restore an iCloud backup through the PC. Try restoring iCloud backup on your phone while connected to Wifi and at least 80% battery (if not at east 80% charge or plug into outlet but don't charge through your PC's USB port).
