Older photos in iCloud have exclamation mark in...

Sometimes when I try to access older photos in iCloud (on my iPhone) I get a little exclamation mark inside a circle in the lower right corner and I can't send, duplicate, edit, etc. My iCloud definitely isn't full.  I've tried resetting, logging out and back in.  How can this be fixed?  See photo.  Thanks.

It means it is unable to download the full resolution version from the cloud, are you able to download these photos elsewhere such as on another device or from iCloud.com

Ok how to fix, works ok on my older I pads
