Photos not moving to iCloud

A relative has an iPhone 5c and knows very little about iPhones.  I set up her iCloud account and it works fine for backing up Contacts, Notes, etc. but not photos.  She is a photo taker and has completely used up all her iPhone memory.  Does a full memory on the phone stop the uploading of photos to iCloud?  Her phone settings are identical to mine and my photos move to the cloud easily.  How do I jump start photos moving to iCloud?

It's possible, depending on how large a library of photos/videos she has, that she will need to increase her iCloud storage. 

Also, to be sure she isn't using up device storage, have her enable the 'Optimize Phone Storage' feature on the device.

Is she plugging the device and making sure it's connected to a reliable wifi?  Does she also have iCloud Photos enabled on the phone as well?
