ios 11 update created hundreds of photos albums

iOS 11 created hundreds of folders and albums and messed up all my folders and albums. I want to restore my original array of albums and folders. I replaced my library on my iMac from Time Machine and got back my old set up. When  I turn on iCloud will the new library that's on my computer appear there and be able to sync with my iPad and iPhone? They still have photos on them even though when I turned off iCloud on the phone and pad it said it would delete my photos. I wish I could wipe the iCloud photos clean and start over but that doesn't seem possible.
