Can not install High Sierra on my mini

Have been trying unsuccessfully to install High Sierra on a Mac Mini since last week. It comes to just about where it is going to reboot and the UI says Closing other Applications. Should I just reformat the drive and start from scratch or is there a non decribed switch you can use to get the install to move along and have the system reboot and install High Sierra?

Try again, but this time use Safe Mode and disconnect any peripherals.
