Missing music in "Downloaded Songs" list

I'm a subscriber to Apple Music, and I have saved a number of the playlists from there.  I prefer to have the songs downloaded to my device so I can listen to them when I have no data.

So I have downloaded the playlists.  I would also like to listen to all of the songs on each of the playlists together.  I thought I'd just be able to go to "Downloaded Music" in my library, choose "Songs" and see all the songs I've downloaded from the playlists.  However I only see the songs I've directly downloaded from Apple Music and no songs from the playlists.

If I go to "Downloaded Music" in my library, and choose "Playlists" I can see all the playlists I've downloaded including the songs.  How can I get these songs that I've downloaded via playlists to show up in "Downloaded Music"/"Songs" or "Artists" or "Albums"?

If I go into the downloaded playlists I'm unable to choose a song to download, as it's already downloaded and the only option is to "Remove Download".  If I search for the song online I can find and and download it there, but do I really have to do this for each song in the playlists if they're already downloaded?!?  This makes no sense.

Thanks.
