extend partition on external drive

I am attempting to extend a partiton in disk utility. Existing set up is 150GB partition for time machine, and 350GB FAT. I have erased the 350GB FAT, and made it Mac Os Extended Journaled.

I now want to delete the 350GB partition, and extend the 150 GB. I go to the drive, then partitions button. Both partitions are shown. I select the 350GB, and click -, it is removed. By default the 150GB is extended to the full drive. I reduce the size to 210 GB, and the rest free space. I select apply. The system prompts "partitioning this device will change some of the partitions" No partitions will be erased. The operation is successful.

The utility makes no changes to the partitions, leaving me with my original set up. How do I achieve what i need to do?

i was able to achieve my goal by removing the 350GB partition, and allowing the 150GB partition to be extended the rest of the disk. I then created another FAT partition, using the slider to shrink my Mac partition to 220GB at creation time.
