Unable to sync Icloud mail w Oulook

Is there an issue w using icloud mail with Office for Mac 2016 Outlook mail?

I can not get icloud mail to work, it returns w unable to verify password, however works perfectly w Mac Mail?

Mac: MAC Book Air 11, ca.2012

Operating sys: OS X El Capitan v 10.11.6

Mail software: Microsoft Outlook for Mac, v15.27.

Mac Mail 9.3

Error response: Unable to authenticate have you used the correct username or password ....etc..

You can also keep 2FA and use app specific passwords. This is how it is designed.

2 step verification login has never been on my machine or account.   ONLY traditional standard password is on .   My Outlook cannot get .me.com mail, but any other client can.   What can I do?  I can't be the only one with this problem.

You need to enable 2 Factor Authentication and then generate an app specific password.

Not that helpful.   Confusing actually.   Apple mail does not require 2 step authentication on iCloud on the web or Apple mail.  Only on outlook?  I'd find that hard to beleive.   Is that the case?

Not only Outlook, it applies to every non Apple software that accesses iCloud.
