Photos & People Disappear From Photos

I have photos missing from my iCloud library (100s now from different points in time across my photo albums). I have followed the Apple advice as to checking deleted photos etc but still cannot find them. I have checked all my different devices and none show them. Coincidentally, I also have a particular person in my people album who hasn’t shown up for a long time either in the people albums or if I search. This morning they showed up for a second but the moment I favourited the person they disappeared again. Something strange going on. Anyone had similar issues or can give guidance as to what to do?
