Blocking People from iMessage active on all Dev...

If I block someone via iMessage on my iPad, could they still text me on my iPhone connected to the same number/iCloud account?

If you're asking if you block a number from iMessage on one device, if that block would be enforced on another device using the same Apple ID for iMessage, the answer is yes.  Any blocks you make on one device will sync to all other devices sharing the same ID for iMessage, and the person would be blocked from all of them.

Yes, because iMessages are routed to the Apple ID being used for iMessage.  (FYI, the ID may or may not be the same as the ID you are using for iCloud.  iMessage doesn't use or require an iCloud account, just an Apple ID.)  If you're getting someone else's text messages, make sure you aren't both using the same ID for iMessage.  If you are, one of you should go to Settings>Messages>Send & Receive, tap the ID, sign out, then sign back in with a different ID.  Note: the ID you use for iMessage does not need to be the same as the ID you use for other services such as iCloud or the iTunes store.

My iPad and and iPhone are using the same exact Apple ID and my iPad is connected to my number.

In that case - would it then block all around or just on that single device still?

Actually, I blocked a number on my iPhone and just got a message to my macbook/messages. I was very surprised because i would have thought it would be blocked across all devices using same apple ID

iMessages are blocked on all devices.

This is not the case for SMS, if you block a number on your phone, their SMS messages will still be synced to your Mac.
It's a really annoying oversight, actually.

That's not entirely true, sadly. It only works for iMessage, not SMS.
