Wallet does not show function to add cards

Hello

I have iPhone6 with the latest iOS 9.2.1. I am in China, realized that Apply Pay is available. I tried to add my debit card onto it, but without success.

The Wallet app does not show the function to add cards, but only boarding passes, movie tickets, etc..

I have newly created China apple ID account with UnionPay card linked

I double checked in iTunes - it works

Maybe it is because my phone is a company phone so it is blocked, is that it?

as i knew,UnionPay  can support only the card which published by china local banks. and make sure your device can access icloud visiting .(in some place of china ,icloud service are totally blocked)
