iPad locked forced shutdown unresponsive

iPad Mini 4 is totally unresponsive. stuck on wallpaper picture.

Forced shutdown not working

only thing that happens is when i push Home button there is a flash of Siri screen for one second then back to wallpaper

Have tried connecting to mains to charge. Charge works but does not unlock

Tried backing up via iTunes which worked but still does not unlock

HELP PLEASE

A forced restart involves holding the power button and the home button until you see the Apple logo. See if this helps too: https://support.apple.com/en-us/HT204306. Note the part on forcing it into recovery mode.
