disabled apple id

I have the password for my Apple ID as I reset it but it is now locked after my brother who also uses my Apple ID didn't have the new password (my bad). I forgot.apple.com website is not working at all (403 forbidden) and I cannot access my email that I used for my Apple ID in the first place as I don't know the password. How can I activate my Apple ID? My brother needs it to download apps for his overseas trip
