2012 15" Macbook pro not charging

I have a MacBook Pro that until recently refuses to charge: No orange or green light when Magsafe plugged  in (the charger is tested on other units and it works fine). The set had its ram upgraded to 16gb and a 512GB SSD(Sandisk). Sent for servicing and was informed power IC was replaced. After one use, the same thing happened again. Was told there was a short circuit and some soldering was done on the motherboard.

I have the following inquiries:

1) Could the upgrades overloaded the motherboard?

2) After upgrade the was an exceptional whirring sound coming from the DVD drive but was told it is normal

Was told that the short circuit may recur and its time to replace the entire motherboard or get a new notebook....

Any advice greatly appreciated!
