Copy Itunes Library to a different user

Is it possible to copy my itunes library and playlists (which are already backed up on an external hard drive) to my father's new laptop computer, so that he has access to it and can use both the music I have downloaded from the store and that which I have put on via CD?

Also would he be able to access the playlists that have been created too?

If the above is possible, could you please provide easy steps for me to follow?
