How do I pay for my iCloud storage with my iTunes balance

If you have an iTunes balance, that will automatically be prioritized over your credit card or other payment method as long as the balance is big enough to cover the charge.

It won't let me,it wants me to pay with my debit card listed but I have no money on it I just have money on iTunes
