two factor authentication problem

After downgrading my 7plus. It accidentally factory resets and lost all the data. After i tried restoring it from it's backup from iCloud, it needs a code that will be sent to my number on my apple ID but the problem is I'm now in different country and cannot access that number anymore.. any suggestions on what can I do? I need all my files ASAP :/ TIA.

Your number doesn't change when you visit another country.
