Why can’t I set up cellular on Apple Watc...

Since Friday September 22, 2017 I got an Apple Watch Series 3 LTE for myself and my wife, and use AT&T for my carrier on my iPhones and iPads...set up two lines for our watches with AT&T by providing them with the IMEI and EID info and only get this....
