convert m4a to mp3 no longer supported?

Previously I've used iTunes under Mac OS X 10.10.5 to convert m4a to mp3. Today, for the first time, the conversion from m4a to mp3 is no longer enabled (it is grayed out and the only options are to create iPhone or iPad or iPod or Apple TV versions). I have gone in to iTune's preferences confirmed that the mp3 encoder is selected for the Import settings. This used to work. Is there any way to get it to work again? I've even upgraded to iTunes 12.6.1.27, hoping that would return this function. It did not.

 

iTunes 12.6.1.25 under Mac OS X 10.11.6 does still permit this conversion.

 

Any suggestions?
