You are not addressing Apple here.  This is a user to user forum.

How do you know you are being charged?

Where are you seeing this charge?

Is it an app you downloaded at any point?

Is this an email? If so, are you sure its from Apple?

You can go to https://reportaproblem.apple.com and see if the charge appears there and report an issue with it?

Is it possibly a recurring subscription you started as a free trial at some point?

You can go here to see of there are any active subscriptions in your account, and cancel them there if there are:

View, change, or cancel your subscriptions - Apple Support

Otherwise its possible its a scam:

Avoid phishing emails, fake 'virus' alerts, phony support calls, and other scams - Apple Support

If you see an unfamiliar iTunes Store or App Store charge on your bank, credit card, or debit statement - Apple Support

See if the bill is legit and not a scam.
