Email attachments not included in some replies

Hi, I'm using OS X mail on several machines and have this problem on all of them. I often have a series of emails back and forth with several people and want to reply to or forward the conversation to someone. In the conversation there can be one or more attachments which I also want to forward.

I've already turned on "Email" - "Attachments" - "Include original attached in reply"

With some email conversations it works perfect, attachments are included. With others, they are dropped and replaced with the file names.

I've not been able to figure out why some emails conversations work and other don't, and nothing I've tried will include the attachment in replies. The only thing I can think of is that it's something to do with the emails they are attached to.

Does anyone know why this is happening?
